It was very lightly used, and there is a little bit of wear on the handle from being in a tool pouch, although it might be able to be buffed out with some elbow grease. It was originally a factory second, but looks great. This is a non locking knife with a 2.5 inch blade. Check your local knife laws to make sure you are complying.
